Ms. Kathleen Snavely Lester is the Manager, Programming Applications at the Institute. In her role, she serves as the information technology manager, coordinating Information Technology projects for the Institute. Previously, she worked for the University of Maryland, Institute for Governmental Service & Research for 12 years, responsible for the management of two primary projects for IGSR: Case Management Tracking software for state criminal, juvenile and substance abuse agencies in Maryland, as well as a Virtual Counseling Center for the Maryland State Alcohol & Drug Abuse Administration. Ms. Lester has also worked served as Director of Research for the National Drug Court Institute, Senior Research Associate for the District of Columbia Courts, and Program Coordinator for the Montgomery County Criminal Justice Coordinating Commission. Ms. Lester holds a Master’s Degree in Justice & Public Policy from American University and a Bachelor’s Degree in Sociology from Ithaca College.
