Jill Carter, MSEd is an instructional designer with the Institute for Innovation and implementation. She earned her master’s degree from Johns Hopkins University with concentrations in Adult Education and Teaching English as a Second Language. Prior to her joining The Institute, Ms Carter was an Instructional Technology Lead with The Child Welfare Academy within the University of Maryland School of Social Work. Before joining the University of Maryland, Baltimore, Ms Carter worked as an Instructional Technologist at the Johns Hopkins University for fifteen years, thirteen years in JHU School of Nursing and two years in JHU School of Public Health. She earned her bachelor’s degree from the University of Delaware.
