Ms. Jennifer Lowther is the Clinical and Quality Initiatives Director at The Institute for Innovation & Implementation. In this role, she leads technical assistance for various child welfare, behavioral health, finance and crisis response projects and grants across Maryland. She supports implementation of Evidence Based Practice in Maryland and oversees various clinical, quality improvement and child-serving system change projects. Previously, Ms. Lowther was the Project Director for the Children’s Health Insurance Program Reauthorization Act (CHIPRA) grant, contracted by the Mental Hygiene Administration, for which she oversaw project management functions and led a three-state collaborative. Prior to joining the University of Maryland, Ms. Lowther spent seven years working in the specialty mental health managed care industry in Maryland at APS Healthcare and ValueOptions. Ms. Lowther has a bachelor’s degree in Psychology and German from The Colorado College and a master’s degree in Social Work from the University of Maryland, Baltimore.
