Interactive Online FREE Course on Building Systems of Care
The Institute for Innovation and Implementation, together with Sheila Pires, a nationally recognized expert in child-serving systems, has launched a new online course: Building Systems of Care. The course builds on the seminal 2010 print publication, Building Systems of Care, Second Edition, and places systems of care (SOC) within the context of health system reforms, with attention to the integration of SOC practices within Medicaid redesign efforts and child welfare reforms. The course content, developed by SOC experts across family, youth, and other child-serving organizations, provides a comprehensive training on SOC principles, policies, practices, and system design approaches.

More than thirty-five years ago, the SOC movement, launched by the National Institutes of Mental Health, began with a goal of addressing the needs of youth with serious mental health disorders through a coordinated network of effective services and supports. Today SOCs across the country serve the needs of many defined populations of youth and children by integrating care planning and management across multiple levels of a system, always putting youth and their families at the heart of service delivery. SOCs are marked by data-driven decision making, supportive financing and policy at a state and local level, meaningful partnerships with youth and their families, and evidence-informed, trauma-informed, culturally and linguistically competent services. By encouraging agencies to work together on behalf of families, SOCs create clear, customized paths to recovery and wellness while increasing access to services and achieving better outcomes for children and youth with a more effective use of resources.
This interactive online course is designed for stakeholders at national, state, and local levels, including agency leaders and staff in Medicaid, child welfare, juvenile justice, behavioral health, education, early childhood, and other child-serving agencies, as well as managed care organizations, providers, families, youth advocates, and others involved in building SOCs. Whether one is new to SOCs, or looking for a refresher and updated information, Building Systems of Care is a critical guide to understanding SOCs in today's health care landscape.
The seventeen online modules highlight the importance of practices that promote health equity and feature current state and local examples, drawing on the contributions of families and youth with lived experience, policymakers, clinicians, and practitioners. New chapters on mobile response and stabilization and residential intervention provide in-depth, up-to-date guidance on how these interventions function in SOCs with best practices and current case studies.
Created by the instructional technology and media team at The Institute for Innovation and Implementation, Building Systems of Care was developed using the latest in adult learning strategies. Each learner can progress through the highly graphic, image-rich modules in the order of the table of contents or delve directly into the content most relevant to their work. The modules can be accessed as often as needed with each user proceeding at their own pace. The seventeen modules include a short pretest to test user knowledge as well as a glossary and list of additional resources. A certificate of completion is provided upon completion of each module.
