What is the Texas Wraparound Fidelity Review?
Wraparound Fidelity Review is an assessment process that is used to measure an organization’s adherence to Wraparound principles. When an organization is designated to undergo fidelity review, families enrolled in Wraparound at the designated provider for at least six months or more are eligible to participate in fidelity reviews using the both the caregiver and youth forms of Wraparound Fidelity Index – EZ version (WFI-EZ). The WFI-EZ was developed by the Wraparound Evaluation and Research Team (WERT) with the University of Washington School of Medicine. It is a brief standardized survey providing data that includes a total fidelity score, satisfaction with the Wraparound process, and key element fidelity scores. Outcomes related to school attendance, out of home placements, and system involvement are also collected. The survey can be administered in both English and Spanish.
Fidelity Specialists from the Texas Center or National Wraparound Implementation Center will reach out to caregivers and youth via phone or in person to administer the WFI-EZ. Youth under the age of eleven (11) will be excluded from the fidelity review. For organizations with up to 15 active families, we will sample all families who have been enrolled up to 6 months. For organizations with 16 – 50 active families, we will sample up to 15 of the families who have been enrolled up to 6 months. For organizations with 51 or more active families, we will pull a 30% stratified sample. We will try our best to stratify the sample by facilitator, although this may not be a strong possibility due to the high turnover among coordinators. If the variation in turnover is too high, then we will instead do a random selection.
Although the phone or in-person survey is the preferred method of collection, caregivers and youth have the option of completing the survey electronically or by mail if they choose. Selected participants also have the option of refusing participation in the Fidelity Review. The data collected from Fidelity Review helps inform state leadership, organizations, and the Texas Center about Wraparound implementation across the state of Texas.
