Policy, Lawsuit, and Systems Design Consultation
The Institute provides consultation to federal, state, local, and private entities to assist them in designing and implementing strategic reform initiatives and responding to legislation, litigation, and consent decrees.
The Institute conducts environmental scans and gap analyses, analyzes service and cost data and outcomes, develops fund maps and literature reviews, and provides expert analysis and best practice recommendations related to improving and sustaining effective, high quality services and systems.
Faculty and staff of The Institute facilitate meetings and planning processes, coordinate interagency initiatives, and develop content to support workforce development initiatives.
These documents address the problem of parents having to give up custody of their children in order to obtain needed mental health treatment for them: trading custody for care. The Institute for Innovation and Implementation, at the University of Maryland School of Social Work, undertook a project to revisit this problem nationwide. Our findings include up-to-date information about custody relinquishment for mental health treatment across the nation, including strategies to address this practice. This document serves to inform efforts by mental health and child welfare agencies working to eliminate this practice.
