Kathryn Baxter works as a Policy Analyst at The Institute. Kathryn has several years of experience in public health research, including children's mental health, reproductive health, and racial equity issues. Most recently, she served as the Program Manager at the Center for School Mental Health, managing engagement with state-level partners and promoting the adoption of performance measures for comprehensive school mental health systems. Kathryn brings policy experience from her roles as a non-profit advocate, Congressional fellow, and White House intern. She has a Master of Public Service degree from the University of Arkansas Clinton School of Public Service and a BA in Public Communications from American University.
