John A. Cosgrove
Lead Research Analyst
John Cosgrove is a Lead Research Analyst at The Institute. He works primarily on the Maryland Title IV-E Waiver Demonstration, leading the evaluations of a number of evidence-based and promising interventions as well as changes in statewide headline measures, providing CQI and implementation support to local sites, and contributing to several Waiver work groups. He has also been involved in identifying, selecting, and implementing programs as part of a statewide initiative to address the growing prevalence of parental substance use disorders and substance-exposed newborns in Maryland's child welfare population. John has previously worked on numerous evaluations of evidence-based practices for children and youth involved with Maryland’s public mental health, child welfare, and juvenile justice systems. Prior to joining The Institute, John completed field work as an Assistant Research Scientist at the New York State Office of Mental Health, and as a Transitional Liaison with the Catholic Guardian Society and Home Bureau’s Functional Family Therapy aftercare services program. John received his Master of Social Work degree from Fordham University in 2011, and is currently a PhD student at the University of Maryland School of Social Work.
